Take the Flatbush Ave/Brooklyn College-bound 2 or 5 trains, and transfer to the Q35 bus to Jacob Riis Park (summer only) or B149 street and walk 5 minutes.

Take the "Rockaway Park" bound A-Train (or the Far Rockaway A, and transfer to the Shuttle at Broad Channel) to the last stop, Beach 116th street, and transfer to the Q35 (or Q22) bus towards Brooklyn College, to Jacob Riis Park (summer only) or B149 street and walk 5 minutes.

CAR:
Exit 11S or 17S off the Belt Parkway, or Flatbush Ave all the way south, follow signs for Jacob Riis Park. Carpool to save the planet, also to split the tolls and parking fees! (It's a win/win).

Take the Rockaway-bound NYC Ferry, leaving from Wall St. Pier 11 and Sunset Park every hour.
From the Rockaway Terminal, take the free west-bound shuttle to Jacob Riis Park
